इस योजना के तहत राज्य के ऐसे किसान जिनकी फसल बारिश और ओलावृष्टि से प्रभावित हुई है, यानी उनकी फसलों को भारी नुकसान हुआ है. ऐसे किसान भाइयों को उनकी क्षतिग्रस्त फसल के लिए सरकार की ओर से अनुदान दिया जाएगा। सभी जानते हैं कि भारत एक कृषि प्रधान देश है। यहां आज भी 68 फीसदी लोग खेती करते हैं। और जब आपके पास आय का एक ही जरिया होता है और वह भी बर्बाद हो जाता है, तो व्यक्ति पूरी तरह से हताश हो जाता है, उसी तरह जब किसानों की फसल इतनी मेहनत करने के बाद बर्बाद हो जाती है, तो कई किसानों की जान चली जाती है। न तो वे कर्ज चुका पा रहे हैं और न ही नई फसल बो पा रहे हैं।
ऐसी स्थिति में कई किसान आत्महत्या कर लेते हैं। ऐसी स्थितियों को देखते हुए राज्य सरकार द्वारा बिहार कृषि इनपुट अनुदान योजना 2022 शुरू की गई है। जिसके तहत उन किसानों को अनुदान दिया जाएगा जिनकी फसल किसी प्राकृतिक आपदा के कारण नष्ट हो गई है। इस योजना के तहत सरकार द्वारा किसानों को दी जाने वाली सब्सिडी की राशि सीधे किसानों के बैंक खाते में भेजी जाती है।

बिहार कृषि इनपुट अनुदान: बिहार में इस कम बारिश को देखते हुए राज्य सरकार किसानों की आर्थिक मदद कर सकती है. इसके लिए उन्हें कृषि इनपुट अनुदान के तहत लाभ दिया जा सकता है। बिहार में 33 जिले ऐसे हैं जहां बहुत कम बारिश हुई है. इसलिए बिहार सरकार की ओर से कुछ दिन पहले डीजल सब्सिडी फिर से शुरू की गई है. ताकि किसान का किसान डीजल मोटर के माध्यम से अपनी खेती कर सके। साल 2019 में सामान्य से कम बारिश हुई थी। हालांकि सरकार ने उस वर्ष सूखा घोषित नहीं किया था, लेकिन किसानों को सहायता के रूप में 3-3 हजार रुपये की आर्थिक सहायता प्रदान की गई है। इस साल भी बिहार में जरूरत से 36 फीसदी कम बारिश हुई है. 1 जून से 10 अगस्त तक बिहार में सिर्फ 581.2 मिमी बारिश हुई है. यह सामान्य से 36 फीसदी कम है।
आपदा प्रबंधन विभाग के अधिकारियों के मुताबिक 15 अगस्त तक धान बोने का समय है, इस तिथि के बाद जिलों से रिपोर्ट ली जाएगी. विभागीय सचिवों को प्रभारी मनोनीत कर जिलों में भेजा जा सकता है। उनकी रिपोर्ट के आधार पर सरकार कुछ ठोस फैसला लेगी।
